Blossom Chase, Kirkhamgate

PROJECT OVERVIEW

Blossom Chase was a legacy Section 38 and 104 scheme within a tight residential cul-de-sac, with very little space to excavate and maintain resident access.

JLES Northern were appointed as principal contractor to carry out the highway and drainage remedial works needed to bring the development up to adoptable standards, working closely with stakeholders to maintain cost certainty and support procurement requirements. The works included deep drainage repairs, manhole remedials, and full reconstruction of the highway.

During excavation works, JLES uncovered a 1.2m-thick concrete pad beneath the existing highway. This increased the complexity of the works. Pedestrian routes through the development had to remain open at all times, and resident access, school movements, and day-to-day estate operations required careful coordination. Resident and service vehicle access needed managing daily, and a nearby school meant access arrangements had to be carefully planned.

The site also contained underground and overhead services that required ongoing coordination. Despite these constraints, JLES maintained safe access for residents and kept the project progressing throughout the programme.

DELIVERY APPROACH

Carried out targeted dig-downs of up to 3 metres deep to expose, repair and reinstate damaged drainage runs, while keeping the working area within the cul-de-sac as small as possible.

Completed manhole remedial works and fully reconstructed Blossom Chase Road. The existing highway was excavated to 910mm, ground conditions were improved, and the road was rebuilt to Wakefield Council adoptable standards.

Delivered the works in carefully planned phases to keep pedestrian routes open, maintain access in and out of the estate at all times, and reduce disruption within the residential cul-de-sac throughout the programme.

Implemented a resident care package throughout the works, including temporary parking arrangements within the POS area to help residents maintain access to their vehicles while construction was ongoing.

Worked closely with residents and stakeholders to coordinate school access, refuse collection and day-to-day site operations, helping minimise disruption throughout the programme.

Following the administration of a previous contractor, this site was left with incomplete S38 and S104 works, preventing adoption by Yorkshire Water and the Local Authority. JLES were appointed based on a strong recommendation and prior performance on a similar scheme. They quickly established the required scope and delivered the outstanding work to a high standard with minimal disruption to residents. The site was successfully progressed towards adoption, helping remove ongoing maintenance liability from the developer while transferring future responsibility to the relevant adopting authorities.
