PROJECT OVERVIEW
Persimmon Homes appointed JLES South West to progress the adoption of Lakeside, a legacy S38 development in Nantyglo that had remained stalled for a number of years.
Following a Council inspection in April 2024, significant carriageway resurfacing and block paving replacement were identified as necessary due to the age and condition of the existing infrastructure.
The Council required these works to be completed before it would consider adopting the assets, as the existing bituminous materials and block paving were approaching the end of their 20-year design life.
JLES carried out the required remedial works and the project was successfully completed within 4 months, with the works delivered on schedule.

• Removal of obsolete bus stops and associated kerbs, raised footpaths and paving, alongside tree pit installations and new trees to contain existing root growth and prevent further damage to the surrounding footpaths and tarmac.
• Two additional areas successfully negotiated into the adoption, removing ongoing maintenance responsibility from the client.
CHALLENGES
With only a single access route into and out of the development, resurfacing the carriageway required a logistical solution. JLES completed the works on a piecemeal basis while maintaining access for residents throughout, using three-way traffic lights to safely manage traffic flow.
The extensive block paving and surfacing works also meant that access to individual driveways was temporarily affected. JLES implemented a resident care package and maintained present on site, with 159 residential properties significant resident liaison was required to communicate programme changes, to ensure access and egress could be maintained for all residents and to minimise disruption.
JLES created a clearly defined pedestrian route to during the works to ensure safety of pedestrians and also to ensure the general public stay off of private land.
The age of the existing infrastructure also created additional remedial requirements, including kerb replacements, gully relocations, manhole and water box resetting, pipe replacements and tree pit works.
JLES SOLUTION
JLES took a proactive approach to progressing the adoption, negotiating with the Council to establish the most practical route forward and delivered the required works to bring the development towards adoption.
The resurfacing programme was carefully phased to maintain access through the site's single entrance and exit. Three-way traffic lights were used to manage traffic flow while works were completed in sections.
JLES also negotiated with the Council to bring two additional areas into the adoption. This meant these areas could be formally adopted alongside the wider scheme, removing the ongoing maintenance and liability.
As a result, JLES successfully progressed the adoption of the long-standing legacy scheme and achieved a £266,501 bond reduction for Persimmon Homes.
