PROJECT OVERVIEW
The unfinished condition of this development was creating frustration for residents, with sections of carriageway, footway and block paving requiring remedial works to bring them up to the standards required by Rutland County Council. The outstanding highway and drainage issues needed to be carefully coordinated and sequenced, while also addressing the challenges of working within a live residential development.
JLES provided the specialist expertise and resource needed to take responsibility for the outstanding estate completion works as a single contractor. Our qualified engineers coordinated the delivery of extensive remedial works across both phases, using our main contractor approach to manage the works from investigation through to completion.
The result was a completed highway scheme ready to progress through to adoption, with all outstanding works delivered approximately one month ahead of schedule. By managing the different elements of the scheme under one contractor and sequencing the works correctly, JLES provided Allison Homes with a clear route towards completion.
KEY FEATURES
• Excavation and replacement of 8 gullies, alongside the installation of 2 new gullies.
• Specialist structural lining to 7 gullies.
• Raising of 23 manholes and 54 gullies to the required levels.
• Installation of 3 street lighting columns, including ducting, road crossings and power connections.
• Reconstruction and reprofiling of 650m² of block-paved carriageway.
• Reconstruction of 225m² of block-paved footways to improve crossfall and reduce gradients.
• Replacement of 550 kerbs.
• Resurfacing of 460m² of footpaths.
• Reconstruction of 260m² of block-paved tables, including regulating where required.
• Installation of 695m² of new block-paved table.
• Installation of 9 speed check ramps.
• Replacement of 730m² of binder course.
• Approximately 3,700m² of carriageway resurfacing.
• Completion of manhole remedial works to the satisfaction of the water authority to achieve adoption.
CHALLENGES
The development had a number of outstanding highway and drainage issues that were preventing the scheme from progressing to adoption. Ponding within areas of block paving, incomplete carriageway surfacing, excessive footway gradients and drainage defects all required attention.
The scale of the remedial works also presented a coordination challenge. Excavation, drainage, block paving, kerbing, lighting and resurfacing works needed to be delivered in the correct sequence, while maintaining access for 506 residents and limiting disruption within the live residential environment.
With responsibility spanning multiple workstreams, the project required experienced engineering oversight and a contractor able to manage the works as one coordinated programme. The priority was to resolve the outstanding issues correctly first time, meet Rutland County Council's requirements and keep the development moving towards adoption without creating further delays.
JLES SOLUTION
JLES took responsibility for the outstanding estate completion works as a single contractor, providing the main contractor oversight needed to coordinate the highway, drainage and block paving works across multiple phases. The programme was sequenced to ensure each element was completed in the right order.
Regular communication with the 506 residents affected by the works was maintained throughout the five-month programme. Residents were given advance information around key activities, helping to manage access and minimise disruption while the works progressed.
The works were delivered under one coordinated programme, with JLES managing the different workstreams through to completion and ensuring the remedial works met the requirements of the adopting authority. The correct sequencing and experienced project oversight enabled the works to be delivered right first time and approximately one month ahead of schedule, providing Allison Homes with an earlier route towards completion and adoption.
