Working on behalf of Revantage, JLES delivered a legacy Section 278 highway improvement scheme across a live A-road network adjoining the A444 and Jaguar Land Rover operations centre.
Whitley Business Park forms a key access route to a busy operations centre in Coventry, operating under a Section 278 agreement that had remained unadopted since 2008.
The scheme required significant remediation works on many aspects before it could progress, including defective drainage infrastructure, ageing highway assets and outstanding works across a live A-road network.
With the works located alongside the A444 and within a high-traffic commercial environment, delivery required careful coordination to maintain access to surrounding facilities, including Jaguar Land Rover, a hotel and a gym, while managing programme risk and disruption.
JLES were appointed as specialist contractor and adoption partner to take full responsibility for delivery of the scheme, managing the programme end-to-end under an adoption guaranteed fixed fee structure.
• Coordinated road space on a live A-road, maintaining access to the Jaguar Land Rover facility and surrounding network throughout the programme.
• Delivered extensive drainage remediation works, including deep excavations to replace defective laterals and gullies, installation of a pre-cast headwall and replacement sections of the main drainage network.
• Managed full carriageway resurfacing under night-time closures, implementing TTROs in collaboration with Coventry City Council to safely deliver works across the scheme.
• Upgraded the full street lighting network, including installation of new columns, cabling and feeder pillar.
• Completed highway remedials and landscaping works, including kerb replacements, utility cover resets, embankment works and replanting within the roundabout.
• Delivered all traffic management and stakeholder coordination, liaising with Jaguar Land Rover and adjacent businesses to minimise disruption.
• Operated as Principal Contractor under an adoption-guaranteed fixed fee, managing the programme end-to-end with no requirement for client involment.
JLES works with developers, asset managers and commercial operators across the UK to deliver complex adoption schemes on live highway networks.
From business parks and logistics hubs to retail and industrial developments, we manage the full process from initial investigation through to delivery and adoption, coordinating with local authorities and stakeholders to maintain access and minimise disruption.
Delivered under a fixed-fee, end-to-end model, our approach reduces programme risk, removes cost uncertainty and accelerates progression towards adoption.
